Comment 2 for bug 1844712

This was discussed in public briefly in the #openstack-infra IRC channel on Freenode, but once we realized it could be an indication that Neutron was failing to prevent route advertisements from some server instances from reaching other server instances on the same shared network, we took further discussion private.
