I would turn these questions around... limestone is using a shared network model for multiple tenants. Is there any configuration/feature of OpenStack which is expected to prevent router advertisements from one instance from being received and acted on by another instance on the same shared network? Maybe something like the configurable protections against ARP spoofing/poisoning (which exists to mitigate similar risks).
