    Temporary switch broken CI jobs to non-voting

    Let's unblock Neutron gate until issues with:

    1. rally, rally-openstack and jsonschema versions,
       see https://bugs.launchpad.net/neutron/+bug/1843282
       for details,

    2. neutron-tempest-iptables_hybrid-fedora,
       see https://bugs.launchpad.net/neutron/+bug/1843413
       for details

    will be fixed.

       in version 2.0.0 [2].

That was fixed some time ago, updating status
