@Xav: are You sure it's due to slow ovs db calls? IIUC L3 agent is only creating port in br-int and it don't have any other interactions with ovs db. Everything else is configured by neutron-ovs-agent later.
So if it is slow L3 agent, maybe the root cause is different?
