I did the following to make sure that the installation is right and to test neutron:
Creat Bridge
ovs-vsctl add-br br-ex
ip addr add 192.168.43.110/24 dev br-ex
ip addr flush dev eno16777736
ip addr add 192.168.43.110/24 dev br-ex
ovs-vsctl add-port br-ex eno16777736
ip link set dev br-ex up
systemctl restart network
systemctl status network

#do not update with ### yum update ### it will upgrade the RHEL 7 to 7.6 Maipo if you want to keep 7.0 on your VM

and it worked now the installation is complete for sure now:
