Based upon your description you mentioned that when you remove all the instances belonging to a network and recreate the instance, then the l2pop creates all the required entries and updates the compute host.
This means it does it for the 1st active port that pops up on the compute host.
Did you see any errors or Traces in the openvswitch agent that is fishy and have not configured the flows?
Was there any RPC timeout>
How many instances where running on that particular compute or on that network.
