Just another update. Pretty much all the flows on all servers are back. The only issue is on controller002 which is missing tunnels in table 22 to the two computes server. All other controllers and computes have correct flows for my test network.
It's unclear why it is happenning. Since this cloud infrastructure is used by many I cant follow all the activity. What I can say is no one is trying to fix my flows on purpose.

On a different production openstack infrastructure, we had a neutron maintenance yesterday. We had to change ml2_conf.ini to increase the vxlan id range. Neutron services were restarted after making the change. I also had a test network on this infrastructure with dhcp, a router and a few instances. I checked my flows for my network and saw abnormalities.
Table 22 disappeared from 3 of my physical hosts which either have instances or dhcp namespaces on them. On my other host, table 22 exists for my network but it has tunnels to physical hosts that do not have my network. Furthermore it is missing tunnels to the other hosts that do have my network. I still have not be able to find the cause for this issue.
