Functional tests from neutron.tests.functional.db.migrations fails randomly

Functional test from neutron.tests.functional.db.migrations module are sometimes failing in Neutron check queue.

I think that this query may be wrong. See for example: http://logs.openstack.org/41/588641/3/gate/neutron-functional/5f3ab34/logs/testr_results.html.gz - it's from today. And I saw couple of such issues in last 2 days.
It's not always exactly this test. It may be that there is more than one similar failure.
