I am not sure if it could possibly due to large number of VMs spawn at the same time ran out of threads in your env. It is also difficult for me to reproduce it now, but I am marking this as confirmed. Would you please share more details of your environment? I see you are using Kolla. Do you deploy AIO or multi-nodes? Are you running Kolla in VM or physical machine? etc..
