I can't reproduce this bug. In [1] you have the list of commands executed. In [2] you have the status of the VFs in three different stages:
- When the system is stacked.
- Once the VM is started and the QoS policy (and rule) is applied to the port.
- When the QoS policy is removed from the network.

Sorry, I don't know how to continue testing this bug.
