Currently no QoS policies are applied on network owned elements, e.g. routers. That means a system admin can't apply a QoS policy, neither a network policy nor a port policy.

This bug porposes to enforce the port QoS policies applied on router interfaces, defined in neutron_lib.constants:ROUTER_INTERFACE constant.
