As per meeting discussion, it would be more beneficial to have something like:

$ neutron qos-default-policy bandwidth-limit-10M
or, as admin
$ neutron qos-default-policy bandwidth-limit-10M --to-project <uuid_of_project>

So admins would be able to enforce policies to projects, as well as projects to themselves.
