As updated per comment #5 those messages were the only errors I saw outside of the 10 nova attempts to bind the port.
I looked at it more yesterday and I think the issues seems related to the intel kernel driver. (https://bugs.launchpad.net/neutron/+bug/1614564) once I updated the driver I saw finally progress that the pci passthrough config made it into the libvirt.xml but libvirt failed with FLA_VF_INFO netlink errors which indicated it still is a kernel/driver/libvirt issue. I keep this issue updated with findings.
