Terry, I'm happy you agree there's a behavior difference between the two ovsdb drivers.
I have not looked into the root cause of the difference before reporting it. I stumbled upon it while debugging another problem (of the openvswitch firewall driver) reported in this ticket. Can we please continue the ovsdb discussion in the other ticket? I mean this: #1630920. I think the firewall driver and ovsdb issues are independent.
