OK I have switched galera to a single writer using MaxScale.

it generally works on most creates, but there are some failures. Attached is an example

Resource CREATE failed: InternalServerError: resources.sn211: Request Failed: internal server error while processing your request.
Neutron server returns request_ids: ['req-07fc7999-dbdb-4c60-a338-7945467b357b']

the neutron backend is not responding in time and nginx is timing it out (perhaps a different sort of deadlock?)
