the primary source of the slowness is on the agent. the database is done, all the entries are there, but now the agent is one by one applying them, which involves netns create, ip route, ip mtu, ovs flush etc, each as a subshell.

I'll take a look @ the heat logs, I let it run all day and it did not discover that it was complete (even w/o that error).
