Can you try one more time with the latest version of that patch? I made an adjustment to make sure it works with the latest changes to the engine management.

Also, I downloaded the logs from comment #9 and the neutron server logs don't contain any of the failed API requests. I can't see any failed "POST //v2.0/subnets.json" calls or even a successful one that mentions the network ID in the stack-output.txt error log. I also don't see the INFO message that is generated here: https://github.com/openstack/neutron/blob/213167552e5c5a3c546cbd0e74e6a1a18be0dcda/neutron/db/ipam_backend_mixin.py#L230-L235

Did you attach the logs from the right neutron servers?
