Comment 16 for bug 1567668

There are two semi-independent options here:

First, yes, neutron should not block if ovsdb connection is lost, it should re-establish the connection and continue.

Once #1 is in place, then we can look at turning off the probe port timer - this should prevent
the connection from being declared dead.
