Just to summarize where this is at, upon completion...
It has been completed on master for neutron-vpnaas. In addition, it uses the new naming (non-constraints named targets) for all jobs using constraints. The decision by Armando, was not to backport this to Liberty, so the review https:/
Neutron, FW, LB, and NLib, have not been converted to use the new (non -constraints named targets), though most (all?) have constraints based targets for master (Mitaka).
