I can't reproduce this bug, my reproduce steps:
1. there are 3 security group default sg, sgA and sgB
2. create a VM with one network interface which belongs to sgA and sgB
3. attach a new network interface to this VM which belongs to default sg
but I check the iptables rules, it apply correctly,
