oslo.service is uncapped in both stable and master branches. Change 286a6ea broke the expected behavior for handling SIGHUP. Pinning or capping can be convenient, but I personally figured that the functional test itself was a bit too 'white box', and I felt it was more appropriate revising the test than living with the cap.
