repudiation probably, ICMPv6 can be used in some DDoS scenarios, a cloud provider that cannot identify where ICMP is originating from within it's network (wether the DOS is outbound or targeted at something else internal) will probably have a bad time.
I don't think it's super critical though and can probably be fixed in the open
