According to meeting [1], it's been agreed that this should be handled as a standalone initiative that can be reused across the entire stadium. Technical details are in process of being investigated, but eventually this would end up being its own neutron stadium repo/LP project, and *not* the Neutron/Neutron-specs repos.

Mark bug rfe-approved, but eventually this bug will have to target a 'classifier' project.
