Hi All,

As part of Mitaka, we would like to start this effort as a separate lib called "neutron-classifier".

In the beginning this repo will only support a unified DB and validation model which would be used by FWaaS, SFC, Security-groups, etc. Later we can define separate NBI's for this repo.
