Would just like to remind that I have a patch up for this: https://review.openstack.org/#/c/220758/. I believe this patch will reduce the current window - in scenarios where there are very many DHCP port updates in flight - between (1) when a VM has booted far enough to request its address over DHCP, and (2) when Dnsmasq is ready to answer that request, by making (2) happen more quickly. Please let me know what you think.
