Comment 2 for bug 1450067

I looked at this a while ago, and I'm not clear how to solve this. I was hoping someone else more knowledgeable of the extensions framework would know. The thing is is that the DVR extension is exposed by the L3 service plugin and not ML2. If it were exposed by ML2 (And I suppose it could be moved there), we could add the extension to the list via some conditionals (Is the L3 service plugin configured? Is the OVS mech driver configured?)
