OK, so I also experience it. I run neutron.tests.functional.agent.test_l3_agent.L3AgentTestCase.test_conntrack_disassociate_fip for multiple times, it works; then I execute neutron.tests.functional.agent.test_l3_agent.TestDvrRouter.test_dvr_router_lifecycle_without_ha_with_snat_with_fips once, it generates kernel stack trace [1] but still succeeds. Then on next invocation any test using OVS fails.
