There appears to be a common thread to all of these error cases: the FIP GW agent port is bound to an agent, but the agent does not ever request the status for the patch, nor does it attach it to a bridge, nor does it transition that port to ACTIVE. This in turn leads to the GARP failing (the failures show up in the L3 agent log) which means the FIP is not reachable, either by SSH or ping.
