This has been a known bug before the lbaas stuff shipped in Grizzly (and was in the release notes then if i remeber correctly) that vips don't enforce security groups with the OVS/ML2 plugin as there is no OVSHybrid driver in neutron. I don't think we need to issue a security note on this.
