    Add Service Graph API/extension resource and stubs

    This patch adds the new Service Graph API resource.
    The respective stub operations have been added to the DB, SFC plugin,
    driver manager, OVS driver, OVS and unit tests.

    Extension unit tests and client-related code have also been added,
    including for the Tempest tests.

    Later patches will include DB+plugin logic, OVS driver+agent logic,
    documentation and OpenStack Client support.
