Can you explain a little more why proposal change 1 is needed?

The latest version of OVN replies to ARPs requests using lflows (these will have the latest ip->mac mapping) for ARP requests received on non-localnet ports. ARP requests received on localnet ports should have been flooded already - is this not happening?

For 2: yes we need to generate a GARP.
