Thank you for providing additional logs. I see networkd-dispatcher and NetworkManager doing some stuff in there.

Do you have networkd-dispatcher or NM dispatcher hooks (or other setup/configuration, e.g. in Networkmanager or udev) in place which does the enablement of the bnxt_en driver? Or are you aware of any hardware specific enablement sequence we need to provide to bring it up?

I don't have this hardware and don't know any details, but it looks like the driver is not yet ready at early boot when Netplan/networkd try to configure it. Then something brings it fully up (might just be more time needed?) and "netplan apply" succeeds...
