netbook-launcher has been superseeded by unity. We currently have nobody who step up to keep maintaining it when I called for maintainance on planet.ubuntu.com
You're welcome to do so and assume maintainance of it if you want. Just hop on #ubuntu-desktop on freenode and ping me.
