The location hint displayed by some scopes (e.g. "Please enable location services...") is confusing now as location access is restricted and the Dash runs confined. User is now prompted (with trusted prompt) to allow location access to Scopes once shortly after first boot, and then can control access for individual scopes via their settings page.

If, however the user doesn't allow access via trusted prompt, (s)he needs to visit Settings app > Security & Privacy > Location and enable location access to Scopes first before the toggles for location appear in settings pages of the scopes.

Note: the change I'm referring to is about to land with silo 65.
