The new version has a new ABI, package libhunspell-1.3-0. All packages depending on -1.2-0 would have to be rebuilt if they are to make use of the new version.

Therefore I'm going to Won't Fix this one, but if someone wants to check that all reverse dependencies build against the new library and continue to work then I will reconsider. We'll also need to see that the rdepends of hunspell itself are still OK.
hunspell has a lot of reverse dependencies; try running apt-cache rdepends <package> for these packages.
Binary: libhunspell-dev, libhunspell-1.2-0, hunspell, hunspell-tools
