Analysis: the creation of the ActionSelectionPopover action list failed because the text field contained " characters.

Work around:
1) Open Setup page and remove the bookmark.
2) on App Settings page deselect the option "Use the net to solve bookmark titles"
3) re add the page bookmark
4) on App Settings page select the option "Use the net to solve bookmark titles"

Fix: replace double quotes in bookmark titles with single quotes
