It's April of 2015, and this bug still exists. Just started happening with my Logitech M705 mouse. This is making the OS virtually unusable for me, as gently whispering at the mouse wheel appears to send it into a scrolltastic frenzy, jumping tabs, pages, etc.
Very disappointing that this was reported nearly a decade ago and has simply been punted around ever since. This is a huge UX issue.
