Ok please do the following.

1) Start transmission from the terminal and post the terminal output here.

2) While in transmission go to Edit>Prefs> And select "Limit upload speed" Make it 50 KB/s. Then quit.

3) With the upload speed changed try using the program again and see if there is a difference.
