Bug Description
Theoretically murano should work without internet connectivity from the VM if the VM image has murano agent pre-installed.
However recent changes to the cloud-unit user data being passed to VM by murano made this impossible: cloud-init attempts to install some packages from the internet, and if they are not accessible fails without properly configuring the agent.
This should be addressed so the vms with preinstalled agent are properly booted and configured even without internet

Looks that this is actually a duplicate of https:/ /bugs.launchpad .net/murano/ +bug/1570962 — I've tested several setups and it looks like the core problem was due to murano-agent not being configured/detected correctly and https:/ /review. openstack. org/#/c/ 368488/ should fix the problem. Going to test a bit more and if positive would mark this bug as duplicate
