Steps To Reproduce:
1. Log into WebUI
2. Navigate to Project > Access & Security > KeyPair
3. Delete all key pairs (murano-lb-key)
4. Navigate to Project > Environments
5. Create environment 'test'
6. Add ASP.NET Farm service to this environment and atart to deploy this environment

Expected Result:
Deploy finished with errors and not hangs

Observed Result:
Deploy hangs and we can see in the deploy logs the following errors messages:
2013-08-06 09:10:07 - Unable to deploy instance ipkrmhk0vzq4b6 (asp-farm_instance_0) due to Unexpected state
2013-08-06 09:10:07 - Unable to create a Server Farm load balancer on unit ipkrmhk0vzq4b6 (asp-farm_instance_0) due to Unexpected state
