I gave it a try on the 9.0 release ISO:

^ nova list timings are pretty consistent (I tried to turn off 1 of 3, 2 of 3 and 3 of 3 memcached daemons - response time only goes up when there are no memcached servers running, other than that it's just short spikes for one-two requests before it goes back to normal).

This must have been fixed in https://review.openstack.org/#/c/274468/
