Checked it on scale environment.

Checked ovs-agent behavior in case described here:

When compute serves about 100 vms with sec-group attached with 500 sec-group-rules in it, before fix new instance was being booted about 4 min, after fix instance creation takes about 20 seconds.

Moving to fix released.
