[mos] Need to remove Neutron RPC workers from config

We have extra parameter in Neutron config, in the result we will see error message from Neutron:

2014-07-03 11:31:22 ERROR
neutron.service [-] 'rpc_workers = 8' ignored because start_rpc_listener is not implemented.

the root of this issue in bad code of Neutron:

we need to remove this parameter from configuration file.

For Fuel 5.1 we need to try to enable support for RPC workers in Neutron.

Fuel Neutron team want to do this in Fuel 5.1.

    Fixed issue with Neutron RPC workers

    Neutron doesn't support RPC workers, need to remove this
    parameter from Neutron configuration file.

ML2 plugin has been added to 5.1. It's needed to be confirmed that rpc_workers is applicable option and works in 5.1. Once it's confirmed we won't fix this issue.

We won't fix this bug in 5.1 because ML2 plugin was added to 5.1 and it supports 'rpc_workers' parameter.
