[mos] openvswitch plugin does not supports rpc_workers

Bug Description
upsteam bug: https:/
rpc_worker option supports multi rpc worker process.
and It requires start_rpc_listener method and start rpc worker here.
ml2 plugin implements this method, so that rpc worker get works.
but openvswitch plugin doesn't implements this method. so rpc_worker options are discarded.
