Cinder migrate volume fail: No valid host was found

Steps:
Deploy env with two lvm node
create volume
run migrate volume to another node(via cli or horizon)

Expected result: Volume migrate successful.

Actual result: Volume doesn't migrate

log:
Failed to schedule_migrate_volume_to_host: No valid host was found. Cannot place volume c49a2a42-3d41-4846-9d21-8242987396b9 on node-1.test.domain.local@LVM-backend
