Fuel-mirror sets priority 1000 for the local mos-holdback repository.
Since Puppet package in mos-ubuntu repo has priority 1100 - Fuel deploys the packages from mos-ubuntu instead of mos-holdback.
It breaks MOS deployment after the recent Systemd update in Ubuntu repos.

Workaround is to set priority to 1150 for mos-holdback manually, every time after the local mirror refresh with fuel-mirror.
