I'm tested this feature.
Need use this command forms:
 heat resource-list -f "status=CREATE_COMPLETE" STACK_NAME
 heat resource-list -f "physical_resource_id=15ccb892-3e74-4614-a5ef-500e8ad51339" STACK_NAME
(id for example; LOOK FOR QUOTES!)

Without quotes this filters are not working
