Steps to reproduce:
1. Create test tenant
2. Log in as a user from test tenant
3. Import application package into the Murano
4. Mark it "Public"
5. Delete tenant
6. Log in under another tenant
7. Try to upload the same zip file
Actual result:
Error: unable to modify package
There is no way to remove the application if it was public and the tenant no longer exists.
