Do you have it empty for Neutron deployments?
As for Nova-network, I have it set to "link", for example:
primitive vip__public ocf:fuel:ns_IPaddr2 \
...
gateway_metric=10 ip=10.109.1.4 ns=haproxy gateway=link
...
