For 6.0 this bug is known issue.
Workaround for 6.0:
1. Add patch https://review.openstack.org/#/c/139037/ to ceilo code on all env nodes.
2. Add http://paste.openstack.org/show/147180/ to 'sinks' in /etc/ceilometer/pipeline.yaml on all env nodes.
3. restart ceilo on all env nodes.
